Information on network restrictions and IP change issues

We receive a large number of inquiries from our Russian clients about issues accessing foreign servers from Russia. These issues are unrelated to our infrastructure and only affect a select few users.

The main cause is restrictions imposed by third parties (e.g., telecom operators, automatic traffic filtering systems, and regulators). Below, we'll explore what exactly is happening, why, and whether it can be addressed.

How does this manifest itself?

Sometimes the server pings fine, but websites and services don't open, as if there's no internet connection. It's also impossible to connect to a VPN or establish an SSH connection to the server. This means that the ICMP (ping) signal works, but the connection fails over the main TCP/UDP protocols. However, the server may work from other countries, suggesting that the problem is specifically observed on the side of certain Russian operators (including mobile and landline).


Why does this happen?

Russian internet service providers and regulatory authorities may restrict access to foreign IP addresses if they believe they are used for VPN or proxy traffic. This is done through specialized filtering systems that analyze traffic and, based on certain criteria, block an address or port. This isn't due to technical issues—it's simply that restrictions are applied to specific IP addresses or small address ranges.


What does not depend on us?

In short, the servers, equipment, and communication channels are operational. However, we have no access to the Russian filtering system and are unable to lift the block or influence the decisions of operators or regulators.


What can be done anyway?

You can set up a new server in a different location or order and pay for an additional IP address, but there is no guaranteeit will be accessible from the Russian Federation, and it's impossible to know this in advance. All transactions are undertaken with the risks described above in mind.

IMPORTANT: You cannot select an IP address or subnet—everything is assigned automatically by the data centers. We do not provide advice or support on how to bypass blocking.


Can you change the IP on the server?

We don't maintain our own subnets and lease all IP addresses directly from our data centers. Therefore, IP address replacement is possible upon request, but subject to technical capability on the data center's part. This is a fee: a one-time request to replace one IP address costs $10. IP address replacement requests are processed within one business day.

IMPORTANT: The IP address or subnet is also assigned automatically. You cannot select it, and there is still no guaranteethat it will be accessible from the Russian Federation; it is impossible to know this in advance. All transactions are carried out with the risks described above in mind.


It is important to remember

  • We support international server infrastructure, but connection availability to a specific IP address from a specific jurisdiction (including the Russian Federation) is not guaranteed and is not included in the SLA.
  • Blocks by third parties are not a failure on our part, and no compensation or reimbursement of any kind is provided in such cases.
  • It is also impossible to unblock an IP that has been filtered—it is beyond our control.
